Petitioner Luis Alexander Duenas-Alvarez is a native and citizen of Peru who entered the United States in 1990. He became a lawful permanent resident in 1998. In 2002, he was convicted of having violated California Vehicle Code section 10851(a). Thereafter, removal proceedings were initiated.
