The Department of Veterans Affairs improperly withheld Timmy Jones's benefits beginning in 2006. It believed he had an outstanding warrant. Over the next three years, he tried to get the VA to restore his benefits. In 2012, he sued under the Federal Tort Claims Act, alleging negligent withholding of benefits.
