Ronald Bates, a black firefighter with the Chicago Fire Department, was demoted one level from his at-will position as a District Chief to a Deputy District Chief position. The Fire Commissioner who demoted him and the firefighter who replaced him were also black. Nonetheless, Bates claims that his demotion was based on racial discrimination.
