Robert Lunsford, a sex offender subject to the requirements of the Sex Offender Registration and Notification Act ("SORNA"), entered a conditional plea of guilty to a charge of failing to update his registration after he moved from Missouri to the Philippines. He appeals the district court's denial of his motion to dismiss the indictment, arguing that SORNA did not require him to update his registration in Missouri to reflect his move out...
