Petitioner Elias Umaña-Ramos ("Umaña-Ramos") seeks asylum and withholding of removal, claiming that if he is forced to return to El Salvador, he will be persecuted because of his prior resistance to the recruitment efforts of the Mara Salvatrucha ("MS") gang. Both the Immigration Judge ("IJ") and the Board of Immigration Appeals ("BIA") found that Umaña-Ramos was not eligible for asylum or withholding...
