Lamar Outlaw pleaded guilty to being a felon in possession of a firearm. At sentencing, the Government moved for an upward departure pursuant to United States Sentencing Guideline § 4A1.3(a). The district court2 granted the motion and increased Outlaw's total offense level by two levels. The district court then sentenced him to 293 months' imprisonment.
