Deputy Sheriff Joel Hand arrested Edward Paul Chevallier after responding to a report of disorderly conduct and a possible assault. The prosecutor later dismissed the charges against Chevallier, and Chevallier filed suit against Deputy Hand and another officer, alleging excessive force and false arrest under the Fourth and Fourteenth Amendments of the United States Constitution and 42 U.S.C. § 1983.
