The government certified Mikel Bolander as a "sexually dangerous person" under the Adam Walsh Act, 18 U.S.C. § 4248 (the Act). In the ensuing civil commitment proceeding, the district court found that the government had proven by clear and convincing evidence that Bolander is a sexually dangerous person under the Act.
