After Defendant-Appellant Yang Chia Tien ("Tien" or "Appellant") was indicted in 2009 in the Northern District of New York for bribing an Immigration and Customs Enforcement ("ICE") employee to grant Lawful Permanent Resident status to an alien, and in 2010 in the Eastern District of New York for furnishing a forged passport, his cases were consolidated in the Northern District. Ultimately, Tien pleaded guilty in both, at separate conferences...
