Antonio Gromyko Reeves filed a motion to reduce his sentence pursuant to 18 U.S.C. § 3582(c)(2). The district court1 denied his motion. We have jurisdiction under 28 U.S.C. § 1291, and we affirm.

I.

In 2004, Reeves pled guilty to distributing five grams or more of cocaine base in violation of 21 U.S.C. § 841(a)(1). At that time, the offense carried a statutory maximum of 40 years...
