Defendant Fabian Dunbar pleaded guilty in the United States District Court for the District of Kansas to distributing cocaine. The plea was conditioned on the district court's imposing a sentence of 48 months' imprisonment, as set forth in a plea agreement between Defendant and the government under Fed.R.Crim.P. 11(c)(1)(C). The agreement also stated that the parties would recommend a consecutive sentence...
