Audrick Payne, who was discharged from his position as an elevator inspector for the District of Columbia Department of Consumer and Regulatory Affairs, sued the District and four supervisory employees for violation of the District of Columbia Whistleblower Protection Act ("DCWPA"), along with several other theories of liability.
