Plaintiffs American Petroleum Institute ("API") and American Fuels and Petrochemical Manufacturers Association ("AFPMA") (collectively "Plaintiffs") brought federal preemption-based challenges in the district court seeking to enjoin enforcement of North Carolina's Ethanol Blending Statute ("the Blending Statute"), N.C.
