OPINION

WILKINSON, Circuit Judge:

The district court stayed appellants' action pending the resolution of an earlier parallel state lawsuit filed by appellees. Appellants' action was based on a "mixed" complaint, one raising both declaratory and nondeclaratory claims. The parties spend a great deal of energy arguing over whether the decision to stay a mixed action is governed by the standard articulated in Colorado River Water Conservation District
