The Department of Homeland Security (DHS) ordered Bryan St. Patrick Gallimore, a native and citizen of Jamaica, removed as an alien convicted of an aggravated felony. The immigration judge (IJ) denied Gallimore's petition to defer removal pursuant to the Convention Against Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment (CAT), Art. 3, Dec. 10, 1984, S. Treaty Doc. No. 100-20, at 20, and ordered Gallimore removed. See
