Rocket Learning, Inc., an educational services provider based in Puerto Rico, appeals from a district court order dismissing with prejudice this civil rights action, filed pursuant to 42 U.S.C. § 1983, against defendant Jesús Rivera-Sánchez, personally and in his official capacity as Puerto Rico's Secretary of Education.
