The plaintiff is an inmate of the Dixon Correctional Center, an Illinois prison. He brought this suit under 42 U.S.C. § 1983 against prison officials who he claims both violated his religious rights under the Constitution and denied him equal protection of the laws, but also under the Religious Land Use and Institutionalized Persons Act (RLUIPA), 42 U.S.C. §§ 2000cc et seq.
