SYKES, Circuit Judge.

Gary Engel was convicted in 1991 in Missouri state court for a drug-related kidnapping and was sentenced to 90 years in prison. In 2010 the Missouri Supreme Court vacated the conviction based on the State's failure to disclose exculpatory evidence — specifically, that a police investigator had paid a key witness to testify — thus violating Engel's due-process rights under Brady v. Maryland, 373 U.S. 83
