After receiving a grant of asylum, Amrollah and his family filed an application to obtain lawful permanent residence status with the United States Citizenship and Immigration Services ("USCIS"). Ten years later, USCIS denied Amrollah's application. Amrollah filed suit in the Western District of Texas seeking relief under the Administrative Procedures...
