The City of Oak Forest, Illinois, is a largely suburban community about a half hour's drive from downtown Chicago. A company named Parvati that owned a hotel in Oak Forest sued the City and a number of its officials charging racial discrimination in zoning, in violation of 42 U.S.C. §§ 1981 and 1982, and also charging that the City's zoning ordinance is unconstitutionally vague.
