Roderick Johnson filed multiple petitions under Pennsylvania's Post-Conviction Relief Act ("PCRA"), 42 Pa. Cons. Stat. §§ 9541-9546, unsuccessfully claiming that violations of Brady v. Maryland, 373 U.S. 83, 83 S.Ct. 1194, 10 L.Ed.2d 215 (1963), undermined his conviction for first-degree murder. He then sought habeas corpus relief in the United States District Court...
