Robert Cochran appeals the district court's1 denial of his petition for a writ of habeas corpus under 28 U.S.C. § 2254. We affirm. Because we affirm the denial of Cochran's petition on the merits, we do not address Respondents' contention that Cochran's petition is untimely.
