On June 11, 2009, an Immigration Judge ("IJ") denied petitioner Edgar Rolando Tay-Chan's application for withholding of removal but granted his application for voluntary departure. The Board of Immigration Appeals ("BIA") affirmed the IJ's decision and dismissed Tay-Chan's appeal from this decision on April 14, 2011. Tay-Chan timely petitions for review. We deny the petition.
