Petitioner Gurpreet Bhabra Singh ("Singh") seeks judicial review of an order of the Board of Immigration Appeals (the "Board") denying his application for withholding of removal under both the Immigration and Nationality Act (the "INA") and under Article III of the Convention Against Torture (the "CAT").
