At issue in this capital case is whether defense counsel were ineffective in failing to seek a competency hearing at the penalty phase of the defendant's trial, and the corollary question of whether the defendant was in fact incompetent at the time he entered a plea of guilty to the brutal murder of eighteen-year-old Jennifer Robinson.
