Steven Evans was indicted for unlawfully attempting to remove his children from the United States, in violation of 18 U.S.C. § 1204(a). On request of Evans's counsel, the district court2 ordered that Evans be detained to undergo a competency evaluation as allowed by 18 U.S.C. § 4241(b).
