Defendant Bernard K. Watkins, an African-American supervisor of security-systems contracts for a school district in Cleveland, Ohio, corruptly solicited and obtained money from a contractor of security cameras. An all-white jury found him guilty of two counts of attempted extortion "under color of official right" in violation of the Hobbs Act, 18 U.S.C. § 1951,
