UtahAmerican Energy brought this action against the Department of Labor under the Freedom of Information Act (FOIA), 5 U.S.C. § 552, seeking documents related to government investigations of a collapse at one of its mines. The Department invoked a number of FOIA exemptions, some of which UtahAmerican did not contest. The district court granted summary judgment for the Department on the uncontested exemptions, but it ruled in favor of UtahAmerican...
