Greenbrier Nursing and Rehabilitation Center ("Greenbrier"), a skilled nursing facility in Greenbrier, Arkansas, petitions for review of a civil money penalty imposed by the Secretary of the Department of Health and Human Services for noncompliance with Medicare participation requirements.
