The defendant in this case, whom we refer to here as CTH, pled guilty in federal court to an act of juvenile delinquency in violation of 18 U.S.C. § 5032. The charged act was possession of heroin with intent to distribute it near a Speedway gas station in Flint, Michigan. CTH was 16 years old when arrested for that conduct.
