Dan Rapoport, a Russian citizen, petitions this Court to review the Default Order the Securities and Exchange Commission (SEC or the Commission) entered against him for failing to respond to administrative proceedings initiated by the Commission on allegations that Rapoport violated Section 15(a) of the Securities Exchange Act of 1934 (Exchange Act).
