This civil rights case brought under 42 U.S.C. § 1983 was dismissed for failure to meet the pleading standards under Ashcroft v. Iqbal, 556 U.S. 662, 129 S.Ct. 1937, 173 L.Ed.2d 868 (2009). As to the Fourteenth Amendment claims, we affirm the dismissal of the claims against the Municipality of San Juan and the Mayor, and we reverse the dismissal of these claims as to the remaining individual defendants...
