This is an appeal from the Armed Services Board of Contract Appeals ("Board") regarding whether the Board has jurisdiction over Parsons Global Services, Inc.'s ("Parsons") sponsored claim on behalf of subcontractor Odell International, Inc. ("Odell"). The Board held that Parsons's request for payment was "routine" and thus, under 48 C.F.R. (FAR) § 2.101, needed to be in dispute to constitute a claim over which the Board had jurisdiction...
