OPINION

BOGGS, Circuit Judge.

Shayne Bailey, the named plaintiff and representative of a 750-member class, brought this suit under 42 U.S.C. § 1983 against the City of Broadview Heights, Ohio, and its mayor, Samuel Alai, in both his personal and official capacity. He claims that the city and Alai violated his rights under the Due Process Clause when Alai presided over his no-contest traffic-violation case in the city's Mayor's Court.
