In 2002, petitioner Henry Edgardo Mayorga-Vidal, a native and citizen of El Salvador, attempted to enter the United States without authorization. He was detained and placed in removal proceedings, where he initially denied that he was removable. He also sought asylum, withholding of removal and protection under the Convention Against Torture ("CAT").
