GREGORY, Circuit Judge:

After a four-year federal criminal investigation into corruption within Maryland's Prince George's County Public Schools ("PGCS"), its chief executive officer, Andre J. Hornsby, was convicted of several counts of honest-services fraud, tampering with evidence, and obstruction of justice.
