KING, Circuit Judge:

Defendant-appellant Prince George's County Public Schools (the school "Board") appeals from the district court's partial rejection of the Board's assertion of immunity under the Eleventh Amendment. Although it recognized that the Board enjoys some measure of Eleventh Amendment immunity, the court ruled that the State of Maryland has waived such immunity for damage claims of $100,000 or less.
