WYNN, Circuit Judge:

"The Telecommunications Act of 1996. . . represents a comprehensive effort by Congress to bring the benefits of deregulation and competition to all aspects of the telecommunications market in the United States, including especially local markets." Goldwasser v. Ameritech Corp., 222 F.3d 390, 391 (7th Cir.2000). The 1996 Act imposes new duties on incumbent local telecommunications carriers...
