On September 9, 2008, Hans Joachim Keil was arrested by federal agents for immigration violations. Criminal charges were later dismissed on motion of the government, and Keil brought this action against the agents, alleging that he was unlawfully arrested in violation of his rights under the Fourth Amendment.
