OPINION

TASHIMA, Circuit Judge:

We are called upon to review the revocation of an attorney's membership in the District of Oregon bar on the ground that he is not a member of the Oregon State Bar.

Mark Corrinet is an attorney and a member of The State Bar of California. He moved to Oregon about ten years ago and sought to take the Oregon bar examination, but he was not permitted to sit for the exam at that time.1
