MERRITT, Circuit Judge.

Petitioner, Frank Vincent, seeks review of the final order of the Board of Immigration Appeals affirming the immigration judge's denial of his application for asylum, withholding of removal, and protection under the United Nations Convention Against Torture. We conclude that the asylum petition is untimely and that petitioner has not shown any "extraordinary" or "changed" circumstances to excuse the untimeliness. Likewise...
