Petitioner Amira Salem, a pro se Michigan prisoner, filed a second habeas petition, asserting that the state court's third entrapment hearing was unconstitutional and that she was entrapped as a matter of law in violation of due process. The district court deemed the petition "second or successive" and transferred the case to this court. Now pending before the court is Salem's motion to remand, or alternatively, to authorize...
