Maurice Gipson, an inmate of a federal prison in Indiana, brought suit under the Federal Tort Claims Act, 28 U.S.C. §§ 1346(b), 2671-80, complaining about complications of neck surgery because the prison's medical staff had disregarded a medical directive that he be told to stop taking blood thinners at least five days before the operation.
