Sergeant Mark Cole, an instructor in the Junior Reserve Officer Training Corps ("JROTC") program at Pekin High School in Central Illinois, sexually abused a female student enrolled in the program. Cole was criminally charged, convicted, and sentenced. Rita Trentadue, the victim, then brought this lawsuit alleging a § 1983 claim against Cole and his supervisor Major Lee Redmon, and a Title IX claim against Pekin Community High School District...
