AMENDED OPINION

KETHLEDGE, Circuit Judge.

Zamira Japarkulova, a native and citizen of the Kyrgyz Republic, petitions for review of an order of the Board of Immigration Appeals denying her application for asylum. We conclude that the Board erred by failing to provide a reasoned explanation for its conclusion that Japarkulova did not experience past persecution. But we also conclude that the error was harmless...
