Relator John Owens brought this qui tam suit under the False Claims Act ("FCA"), 31 U.S.C. § 3729, et seq., against First Kuwaiti construction firm, his former employer. He alleged that the firm billed falsely for deficient work in connection with construction of the U.S. embassy in Baghdad and that it retaliated against him for actions taken in furtherance of his FCA contentions.
