Rafael Lazaro Lopez Almaraz ("Lopez") petitions for review of the Board of Immigration Appeals's ("BIA") denial of his motion to reopen and remand. He also raises an issue of first impression—whether adoption of an international trade agreement amounts to changed country conditions that resurrect his late-filed motion.
