Navarro worked as a general assistant, mechanic and occasional courier for a drug smuggling organization in Tijuana, Mexico. He had served time in a California state prison for possessing marijuana for sale. After his release, he returned to work for his old criminal association, and also provided information on his associates to United States Immigration...
