Montrivel Woods (Woods) pled guilty to conspiracy to distribute crack cocaine. After Woods was sentenced, the United States Sentencing Guidelines (Guidelines or U.S.S.G.) were amended to reduce the sentencing disparity between crack cocaine and powder cocaine offenses.
