Respondent-Appellant Warden Kenneth Romanowski appeals the district court's decision to grant Petitioner-Appellee Billy English conditional habeas relief. The district court found that English was entitled to habeas relief because his trial counsel rendered him ineffective assistance in violation of the Sixth Amendment when he failed to call a witness after promising her to the jury, or alternatively, when he failed to properly...
